Building on our May 1 conference, this series brings together scholars and practitioners to deepen conversations on aging, retirement, and late-life economic security, with a focus on works in progress and active discussion.
In this session, Andrew Milne examines how the U.S. elder care financing system not only fails older adults but actively produces inequality. Drawing on real-world legal cases, he reveals how low-income elders—whether homeowners or renters—are funneled into systems that extract value from their care needs, often culminating in institutionalization. The talk explores the privatization of Medicare and the legal dynamics shaping access to housing and care, arguing that these are not isolated failures but systemic outcomes. Milne ultimately calls for structural change while considering the role of incremental reforms in building collective power. About the speaker: Andrew Milne is the Bruce R. Jacob Visiting Assistant Professor of Law (2025–2027), whose research draws on over a decade of practice in poverty law and disability rights. His work focuses on the intersection of law, aging, and political economy, informed by extensive experience representing older adults and vulnerable populations across multiple legal settings.
