In February 2022, the Intergovernmental Panel on Climate Change (IPCC) released a historic report based on the contributions from Working Group II which assesses the impacts of climate change and options for adapting to it. The report includes Chapter 6: Cities, Settlements and Key Infrastructure, which considers the vulnerabilities and capacity of natural and human systems to adapt to climate change as well as options for creating a sustainable future through an equitable and integrated approach to mitigation and adaptation. As cities like New York and others across the US face climate-related challenges from urban flooding to extreme heat, what can we learn from the latest IPCC findings? This panel discussion brings together researchers, scientists and practitioners involved in the IPCC and NYC Panel on Climate Change (NPCC) to discuss regional and local implications based on the report’s findings, as well as adaptation options and best practices to ensure equitable resiliency planning and governance.Â
Dr. Ana Baptista will discuss potential implications of the IPCC’s findings for NYC, her role on the NPCC and involvement in the Justice40 initiative, which aims to deliver at least 40 percent of the overall benefits from Federal investments in climate and clean energy to disadvantaged communities. Dr. Sheila Foster will discuss her role as the co-lead of the NPCC’s Equity Working Group and share best practices for climate resilience and community-based development that address the twin goals climate justice and climate displacement. Dr. Timon McPhearson will share insights as IPCC Lead Author of Working Group II and discuss the potential implications of the IPCC report’s findings for urban areas across the US and for NYC. Professor Joel Towers will discuss his role as Co-chair of the NPCC and development of the NPCC’s fourth assessment, which will be used to create NYC’s Climate Adaptation Roadmap. The session will be moderated by Mike Harrington, Assistant Director at the Tishman Environment and Design Center.

Ana Baptista is an Assistant Professor of Professional Practice in the Environmental Policy and Sustainability Management graduate program at the Milano School of Policy, Management, and Environment, The New School. She also serves as the Co-Director of the Tishman Environment & Design Center (TEDC) at The New School. Ana's research and professional practice focuses on environmental and climate justice. She works directly with EJ organizations and coalitions to support the advancement of environmental justice.
Sheila Foster is a Professor of Law and Public Policy at Georgetown Law. Professor Foster writes in the areas of environmental law and justice, urban land use law and policy, and state and local government. Foster is one of the leading scholars on environmental and climate justice, most recently recognized by the IUCN Academy of Environmental Law’s 2018 Senior Scholarship Award. From 2017-2020, she served as the chair of the advisory committee for the Global Parliament of Mayors and is currently a member of the New York City Mayor's Panel on Climate Change (serving as co-chair of the Equity Workgroup).
Timon McPhearson is director of the Urban Systems Lab, and professor of urban ecology at The New School. In 2018 he became a member of the IPCC and lead author for the urban systems chapter. He investigates the ecology in, of, and for cities and teaches urban resilience, systems thinking, and urban ecology. Dr. McPhearson is a member of the NYC Panel on Climate Change (NPCC) and is a senior research fellow at the Cary Institute of Ecosystem Studies in Millbrook, New York, and associate research fellow at the Stockholm Resilience Center, Stockholm University in Sweden.
Joel Towers is co-director of the Tishman Center for Environment and Design and Professor of Architecture and Sustainable Design at The New School. In 2019 Towers was appointed co-chair of NYC Panel Climate Change. Before his tenure at The New School, Mr. Towers was a faculty member of the Graduate School of Architecture at Columbia University, where he conducted research in sustainable urban design and developed cross-disciplinary teaching strategies. He is a licensed architect and co-founded and led SR+T Architects from 1992-2010.Â
Mike is the Assistant Director at the Tishman Center. He works across the University to advance The New School’s commitment to sustainability and environmental justice. Before joining the TEDC team, He worked at Elevate Energy, organizing around creating equity in the energy efficiency market. He obtained his Master’s degree in Environmental Policy and Sustainability Management from The New School, was a 2019 Urban Design Forum Forefront Fellow and is a member of the Board of Directors for the Delta Institute, an environmental non-profit.
