The surprise fall of the Assad-led government in Syria in late 2024 by Hay'at Tahrir al-Sham (HTS) and allied forces triggered a wave of responses across the region and beyond. These were characterized most prominently by uniformity: nearly all host states of Syrian refugees called for returns. What explains this phenomenon in refugee rentier contexts that had previously spent significant time and resources supporting Syrian refugee integration? We will discuss the evolution of Syrian refugee policies in Turkiye and Jordan over the last decade and explore the role of embedded (im)permanence in their governance.

Shaddin Almasri is a postdoctoral researcher at Danube University Krems on an ERC project titled 'MixedRivals'. Her research focus is on inequalities between refugee and migrant groups of varying backgrounds. She is particularly interested in the interactions between aid, development, and refugee/migrant integration, with a specific focus on the SWANA region. She works across the academic and development sector and has worked with organizations in Europe and the Middle East including the International Labour Organization, International Center for Migration Policy Development, FairSquare, and Social Impact.
Sam Dinger is a Postdoctoral Fellow at the Zolberg Institute on Migration and Mobility. He received his PhD in Sociology at NYU in 2025. His research looks at how young Syrian men navigate life transitions in exile, asking how displacement shapes their gendered aspirations, experiences of agency, and ethical repertoires.
